Documents and Stages
A: Documents Required for Issuing the Business Permit
1-Being an Iranian subject:
In the case of foreign subjects, a valid business permit from the ministry of work and social affairs and a valid resident permit from the Ministry of state are required.
2-Presenting property documents or the official lease agreement or the sale document or the ordinary lease agreement on the condition of paying tax on the goodwill arrangement or presenting the concluded agreements between the permit applicant and the government organizations, entities, town councils, Housing (Maskan) cooperative companies, and the affiliated governmental companies and entities.
3-Military service completion certificate or permanent exemption from the service or presenting the required certificate signifying the proposition of the candidate's file in the general military service headquarters (According Article to of the general military service).
4-Presenting a police clearance
5-Reading and writing skills (with the exception of candidates) who are over 45 years old.
6-Certificate showing non-addiction from the ministry of health, treatment and medical training.
7-Health certificate for health, treatment and medical training from the ministry of health, treatment and medical training for those businesses that are subject to the regulations governing food, drinking, health, hygiene, and cosmetic products .
8-The required documents signifying the technical eligibility for specific jobs on the basis of the relevant code.
9-The public places' office's agreement (affiliated by the police force).
10- 6 newly-taken photos
11-Copy of the ID having a photo (2 copies)

B: Stages Involved In Issuing A Business Permit
-Referring to the union by the candidate and presenting the written request letter
-Reviewing the request letter by the union and issuing the initial agreement.
-Receiving the entrance fee and the training fee from the candidate by the union.
-Referring the candidate to the Association of business affairs for the official stages to take effect.
-Referring by the candidate to the Association to form a file
letter of introduction referring the candidate from the association to acquire the confirmation
1-Town council (to confirm the business entity of the place).
2-The Health centre (To confirm the health standards of the place (in the case of jobs related to food products, drinking, health and cosmetics) and confirmation of the personal hygiene status.
3-The social security (To specify the insurance status of the place).
4-The General Tax office (to specify the tax status).
5-Technical Training organization to specify the technical eligibility (in the case of manufacturing jobs and technical services).
6-The public places' office of the police force (to specify the personal eligibility and the traffic standards of the business place).
Passing through the required training courses and passing the relevant exams
Depositing 30000 on the account of the general treasury of the government for issuing the business permit.
Depositing 100000rls and 80000 Rials for first-order units and second - order units respectively on the account of the association of business affairs.
Buying and making void the tax stamp of 100000. The stamp is attached at the bottom left hand corner of the permit and is made void.
After acquiring the confirmation of the above organizations and passing through the official stages, the business permit is ready to be signed by the head of the union. It is then submitted to the candidate.
